Well, '25 jahre treue dienst' would translate to '25 years of faithful service'.
I'm afraid I won't be much help in regards to the letter either, as my grasp of German is still very rudimentary. Though given that it's typed rather than handwritten, it would be very easy for you to run it through an internet translation program and get at least a rough understanding of the bulk of the text.
Some basic information on these awards here: Civil Service Faithful Service Medal - Wikipedia

The letter says:
"German National Railways
National Railways Directorate Kassel
The President
Kassel, 1 March 1940
To:
the technischer Reichsbahnsekretär
Arthur Förster
Obervellmar
Dear colleague!
On the day of the fifth anniversary of the national rising, 30th January 1938, the Führer and Reichs Chancellor instituted the Faithful Service Award as a sign of recognition for faithful work in the service of the German people.
In recognition of your faithful and long-standing civil service work with the German National Railways and as a visible sign of the honor you are due on this day for your many years of faithful service, the Führer and Reichs Chancellor has awarded you the Faithful Service Award.
I herewith express to you the thanks and congratulations of the National Railways Directorate Kassel and wish you all the best for your personal well-being.
Heil Hitler!
[signed: Angerer]"
That's the man who signed it:
Angerer, Hermann
By the way: It's "Dienste", not "Dienfte". This is a "long s" ( ſ ), not an "f".
