German Kolberg...Russian text

Hi,

Think was issued in 1945 what was German Kolberg...does anyone have an idea of the text? probably Polish unit, in Russian?

Issued to the sergeant Pol'kanovski Iosif Yulianovich, that he take a part in the battles of WW2 with 5 kolberg Inf. Rgt, ( 2 VDK??? I don't know what does it mean exact ) from 1944 til 9 mai of 1945. With the order of Presidium of USSR from 9.05.45 he has rights to recieve the nedal "For Victory over Germany" and till the 10 december of 1945 he still hasn't arrived it
