Himmler was taking the picture and Wolfe was holding the flash

It could be Himmler hiding in the background, the forehead looks similar

But why would the head honcho of the entire SS hide in the background when a group photo was taken?

A general observation : All the signatures (even the ones that aren't as readily recognizable and/or fully legible as those of Himmler, Heydrich or Wolff) appear to be of German names, but they outnumber the Germans seen in the photograph. (Most of the men in the group are Italian.)

Yes, agreed, however if you look to the right of the picture, there are a couple of guys that look "disinterested"

What's your take on Sepp's signature? Personally I don't know

Maybe that's the answer: They are distracted by the sudden appearance of an annoyed Himmler & Wolff, arriving late to the photo shoot just after the last roll of film was spent, but insisting to sign the photo anyway.

Don't know abouf the Dietrich signature, sorry.

I think that the person fourth from the right is Arturo Bocchini, the Italian Minister of Police. Presumably on the occasion of the visit of a German delegation lead by Himmler to Rome, in October 1936. Bocchini was also Himmler's host for a private holiday, following another official visit in October 1937.
