Any idea what this document relates to?

Hi,
Still trying to work out what's real and what's not in my collection; this particular document was bought from a militaria collecting friend of mine for £10 and I'm not sure what it's all about. Anyone have any ideas?

It's not very exciting I'm afraid. It seems to be a letter from the office of the Labour Minister to the President of the Government of Dusseldorf, regarding the payment of money to buy land for, i think, construction of Forest Workers homes (might have misundrstood that bit).
