No; it's more "harmless" for the owner:

This is the notification that the vehicle in question is to be presented for the regular technical safety inspection required by law (then as now) for all motor vehicles.

The document lists the vehicle's license number, the scheduled time and place for the inspection, the required papers and the fees that are to be paid and some relevant legal information.
