your assumption seems to be correct to me, 1932 presidential election? I googled the date "26. Februar 1932" I found here that he applied for German Citizenship the day before, 25 Februar 1932.

History Man: That is an interesting piece of German history, and something that you see only rarely. The 1932 national election in German was the last free election held until 1949. Franz von Papen was an unelected Chancellor who did not have Reichstag support, and convinced the President, Paul von Hindenburg to dissolve the Reichstag in order to preempt a motion of no confidence by the Communist Party, which was expected to pass with Nazi support. The resulting 1932 Presidential election had Hindenburg facing Adolf Hitler, Ernst Thälmann (German Communist Party), and Otto Wels, (Social Democratic Party).
