I agree that they are equipment transfer docs. As to value, I would not pay more than £5 each. Its very difficult to say, as if someone wants them, they will pay good money for them.
The first one refers to 2kg of Welding wire of 2 and 4mm thickness.

Correct. The second one is for:
3 Light bulbs
1 Roll of electrician's tape
1 Roll of Ölleinenband (literally "oil-linen tape", perhaps "oilcloth tape" would be the correct translation, but I am not sure about that and the actual use of this item.)
1 Pad of testing-paper for determining electrical polarity
1 Attachment plug for an electrical hand lamp
Much depends on the Value of Paper work, Myself I would keep these Esp as there is a family link.
HPL Maybe the Oil cloth Tape, would of bean used for outer cover for the insulation Tape (?) when making electrical Repair in a Damp environment.

As the second document shows E.Masch., it is clear that the equipment was for the Elektromaschinenraum of U 190.
