The Emsland cuff title according to Angolia & Littlejohn was initiated in 1933 and awarded to RAD enlisted men as well as officers working at the location of the Ems river pre 1933. The distinction being silver wire for officers and white for enlisted men. This document was for a Arbeits Man Walter Spiekermann..
The cuff title is marked G&W for Gunther & Windthraf and dated 39... There were several variations denoted by numbers associated by abteilung..
These are my opinions and hope that Wim. may correct any and all mistakes..
