Hello again,
Would "Geheimen Justizrat" mean secret Judaical official?
Nothing secret about it.
Geheimer Justizrat was an honor title individually awarded to jurists (judges, prosecutors, lawyers and notaries) in recognition of special merits. The document tells us that Arthur Werner was a district judge.
The etymology of the term goes back to the Holy Roman Empire where the Geheimer Rat was an advisory council to regents. The present-day meaning of geheim is indeed secret, but its archaic secondary meaning (which is the relevant one in this context) was intimate/relied/trusted.
