Could the signature appearing on the passport, issued at Plovdiv, actually be of Oberst Rudolf Meister, 16.10.40 - 14.3.42, Chef des Stabes of the VIII. Fliegerkorps ?

Yes, but only the information that you also came up with pops up...

I am interested in the reasons going to Rowno...

On those dates did any Reichskommissar go there or Himmler himself?

That passport entry says he went there for a Gastspiel (= guest performance), so this was very likely a troop entertainment visit indeed.

    Nice info' thanks.
Was there a special dignitary event that caused this event or just a regular troop entertainment?

Not so puzzling, really. The passport says "Othello Börkermann, genannt [= 'called'] Olaf Bach". Thus, Othello Börkermann was his actual name and Olaf Bach his pseudonym/screen name.
As a native speaker of German, I can assure you that "Othello Börkermann" sounds not too melodic to German ears, and the first name "Othello" in particular - while it might seem appropriate for an actor what with its Shakespearean connotations - is a particularly unusual, strange and thus somewhat comical first name. So, it is really not surprising that an actor with that name chose to work under a pseudonym.

in the passport there is no reason given for his stay in Bulgaria and Greece only that he was part of the VIII fliegerkorps.
The reason for his trip to Ukraine was a guest performance.

    Hi Jean,

Does this mean he was part of the Luftwaffe or that he 'took a ride' with the Luftwaffe to Greece and Bulgaria?

    Thanks,
    Neil.

Regarding Rowno, have found out that there might be 2 reasons for going there:

Since November 9 was a Nazi holiday commemorating the Beer Hall Putsch, it is quite possible that the Reichskommissar for Ukraine, Erich Koch, whose official residence was in Rowno (although he spent much time in Königsberg, as he was also Gauleiter of East Prussia), staged something for this date and invited performers from Germany. Since the Rowno murders (of Jews) took place on November 6-7, the entertainment could also have had a "spirit lifting" role. There could also have been a Nazi dignitary in attendance. For this once should try checking, among other sources, Himmler's "Dienstkalender" (1941-1942)...

Still, would be very interesting to find out at the end...

    Neil.
