German passport from Holland

Hi,

Would anyone have an idea of the issuing body for this passport, Holland 1940? did it act instead of the German Embassy that closed down following the occupation of Holland?

This passport was issued by the Reichskommissariat Niederlande

But I also see something for the SS and Police? where they the issuing approval authority too?

Sichtvermerk translates as "visa". So the issuing authority for the visa (and the passport) was the office of the head of police in the Netherlands (part of the Reichskommissariat administration).
