    The envelope is addressed to a lady resident in Vienna. (Can't make everything out.)

    The top line of the other scan says:
    "beantr. [= beantragt] am selb. [= selben] T [= Tag] (28. III. 40)"
    i.e.
    "Applied for on the same day (28 March 40)"

    Can't read the text below; except for maybe the last word it looks like shorthand to me. (Which I learned in school a quarter century ago, dearly hated and quickly forgot about completely.)
