Probably wrong but it does look a lot like H Himmler therefore most likely a rubber stamp.I think that April 11-45 was about the same time Himmler was trying to strike a deal with the Swedish government for peace .
It's the signature of the Gaustabfuhrer for Gau 9 Hamburg whoever he was !! Definatley not the signature of Himmler plus he was way above the rank of Gaustabfuhrer !!

The Gaustabsführer for Gau 9 Hamburg was NSKK-Obergruppenführer Proehl, but actually, it's not the signature of the Gaustabsführer himself:

Yes, even if he was representing someone, his rank was Brigadfuhere, that should be high.
This was given to him too roughly about the same time...
