Identifying SS official in Hague 1940

Hello,
Been trying for quite a while to identify thew signature on this special SS issued Diplomatic visa from July 1940, early stages of the occupation.
The ending seems to be "...mann" if I am not wrong?
And from another passport, around 1940 this individual was serving in Holland, any way to find out more about his duties?
Only the experts here can finally shed some light...

Not from this document. It only tells us that he was a government official of the elevated career "ranked" Regierungs-Amtmann.

The information from 1939 and 1940 was found in Germany, and seems he was active in Holland as well from 1940 to 1942, or even earlier, when then he was sent to Romania.
What he was doing there as well is a mystery...
