    This might be a photograph of Billy Mitchell's demonstrations against the captured Ostfriesland?

    I take that back. It's more likely to be the former SMS Frankfurt. The aircraft if probably an NBS-1.

    It looks like it or a very poorly designed bomb because it seems to hit everywhere but thhe ship, maybe for consealment?

    Found the same picture labled (dirrect hit by phosphor bomb in a preliminary test)

    It looks as if it's from WWI. Maybe a German aircraft dropping some kind of chemical agent? Mustard gas? I was watching a special on Einstein today, and one of his colleagues invited an chemical which they showed being released for the first time. It looked to have the same effect as the one in the photo posted. I forget his colleagues name, but he was Einstein mentor before the war.

    It's probably some sort of anti-personnel munition, and they are demonstrating how to keep crew on deck suppressed.

    The article is interesting and explains why the bombings occured mitchel wanted to prove the airfore could replace the Navy by taking ships out with planes and the bombing took to long to be deemed practical here is a cartoon mocking the expirement from the time period also from the link

    Another correction several ships were listed in the experiment anyone could be the ship in the picture
