Little help about heading on letters.

I'm trying to get things together as I recieve material.
I know the person, it's one of my Grandfathers. This keeps appearing on feldpost and other things. I know what the Uffz. is but not sure of my google search 'Elbing Westpr.' and no clue about the 3 letters HKD.
