I agree with Larry, they are most likely cuttings from either (field-post) letters/envelopes or documents ink stamps.
Wether they are genuine or not I cannot say but I am sure that Carl (Tiger88) will be able to give you more information about them.

I would tend to agree with the posts above. They appear to be cuttings from documents, although it appears that somebody didn't wait for the ink to dry. Whether or not they are period pieces would be difficult to say without opening the packets. Are the staples as shiny and new looking when the items are in hand?

They (staples) look pretty dull, and if it was needed to open the packets i did manage to get two of them, but what i don't get is what they are made out of. My guess is by appearance, porcelain of some sort.
