This is standard civil service paperwork:

All new personnel are thoroughly and personally informed about certain duty obligations (such as the obligation for confidentiality) and the legal consequencces of breaching them, after which an official oath of allegiance is taken.

All of this is documented on pre-printed forms such as this one.

These proceedings and the associated paperwork haven't changed that much and appear very similiar even today.

(Minus Hitler, of course.)
