As far as I can tell, this is an impression made by a / N.S.D.A.P. Regional Office rubber stamp.
.. As far as authenticity, I can't say for certain. You say that you found this paper amongst original photographs? More than likely then, the stamp is good. Though, there are places that make reproduction hand stamps, which can be added to authentic documents, armbands or photos in order to doll them up.

It is a stamp for the Gau (region) of Württemberg-Hohenzollern, an administrative district of the NSDAP.

It would therefore pertain to some sort of paperwork concerning the activities of the NSDAP in the region. Nothing necessarily special. I believe most official paperwork and correspondence was stamped in such a way. Is there anything on the paper, or is it a blank scrap?
