Maybe someone knows what was the " OTTO" program, mentioned in this document?

I found the necessary information on Wikipedia.de in the entry on the history of the Generalgouvernement. Here ist the relevant passage:

"Seit Oktober 1940 wurden durch das „Otto“-Programm die größeren West-Ost-Eisenbahnstrecken durch das Generalgouvernement nach Kriegsschäden wiederhergestellt und ausgebaut, so dass sich ihre Transportkapazität vervielfachte. Insbesondere die Eisenbahnstrecke Radom via Demblin nach Lublin."

For the non-German speakers:

"Starting in October 1940, the war-damaged major west-to-east railway lines were restored and upgraded by the Generalgouvernement authorities through the "Otto"-Program in such a way that their transport capacity was multiplied. Especially the railway line from Radom via Demblin to Lublin."
