To my mind it is German leaflet for French soldiers in 1940. Germans threw about such leaflets by aircrafts over French sorrounded troops in different places in France. For this reason there is empty place in the text. Similar leaflets Germans threw about Soviet sorrounded troops in 1941.

Franz. Soldaten! Ihr seid umzingelt! Marschiert nach ..... und ihr seid gerettet. Wenn nicht, werden wir euch beschießen/ das Feuer auf euch eröffnen.
"tirer sur qn." = beschießen / (open) fire on somebody
"abattre qn." would be "to shoot sb" / jemand ERschießen
As a French citizen i could support the two translations given before on this topic. They are pretty accurate.
It's a leaflet suggesting to french soldiers to reach a location where they would surrender to the german forces. If they failed to comply they would be targeted as enemy soldiers.
