Pre-war German & Polish border guards??

Morning all, I have just picked up this nice little "miniature" photograph album. The images appear to show German troops and customs officials making checks, but I do not recognise the other officers uniforms. I think they may be Polish, which would make this a pre-invasion album? Interestingly, the official who has a party armband on has had the swastika coloured out by the photography studio, someone plainly did not like the Party even back then!!
Any help would be appreciated. Leon.

Could the armband be a Customs Armband that is metallic with the reflection/over exposed that does not show the detail? Not a censored swastika?
