It does'nt mention promotion (beforded) (may not be right spelling) directly just fluffy words, like an MID or have I missed it in the buracratic jargon since he is an administrator?!

Promotion may of been the wrong word - these are for promotions and also appointments to a certain position. Under his name is the word zum which I think means 'to' so the first typed bit is basically saying his current rank/position, name, to, then his new rank/position.

Bang on Hucks,
I haven't read it properly, not paying attention to the typed word.
He was a candidate then into the job.
