Bau = Construction/Building. Bahn = Train.
WAHLORGANISATIONSLEITER = a Google translator gives it as an Election Organisation Director but how accurate that is I have no idea.

Sorry, guys, but please re-read his occupation: It says neither Reichsbau- nor Reichsbahninspektor, but Reichsbankinspektor. He was an official of the National Bank.
The election of 10 April 1938 was both the election of the German Reichstag as well as the plebiscite for the Austrian annexation. The top entry on page 11 confirms that the passport's holder has voted aboard the German torpedo boat "Wolf" in Genoa (Italy); the entry below shows that he returned to Germany the same day.
Wahlorganisationsleiter could be translated as "Election Administrator".
