    It's a racist post-WW I propaganda flyer directed against black French soldiers serving as occupation troops in the Palatinate-, Saar- and Rhine regions. It is all about acts of sexual violence against German women, girls and boys committed by African-French troops (listing 13 examples). The flyer was published by a Munich-based "German Emergency League against the Black Disgrace".

    It is between the two wars propaganda, against the occupying army's, but here specially focused on black soldiers of foreign army (the French in this case).
    They came in different forms, some treating about rapes, etc...I have seen worse then this one.

    Early 1920s, I would say.

    Said league was founded in 1920. The protests against black colonial troops culminated around 1920/1921 and started to decrease around 1923, although they did not completely vanish until the end of the Rhineland occupation in 1930.
