I will give it a try, now that HPL2008 is on holiday I can read and understand it, but to translate his title literally I find a bit hard. It says in German:
Den Vortragenden Legationsrat im Auswärtigen Amt, (Heoon??, not sure on this word here, a location maybe).
I will call him 'Speaking Counsellor at the Foreign Office, Heoon(?)'. This is my own translation. This position was the second highest at German legations (today mostly replaced by embassies) around the world.
The German verb 'vortragen' can mean:
to propound
to submit
to contend
to perform
to state
to declaim
to bring forth something (an argument for instance).
The adjective Vortragenden (derived from the German verb 'vortragen') in the title refers to this diplomat's authorization to speak on the behalf of the King or Kaiser or the head of state, which of course was Hitler from January 30 1933 to 30 April 1945.
Not really my field of expertise at all, so if I'm wrong here just correct me anyone!
