They are either members of a Landespolizei [state police force] during the transitional period of its absorption into the army, or - perhaps more likely - men drafted for abbreviated military training or Landwehr duty.
This was done during the period after conscription was reintroduced and prior to the outbreak of WW2.
Those called up for abbreviated military training were typically men of the "white" age groups (those who had never undergone compulsory military service due to their turning adult in the post-WWI-/Weimar Republic/early Third Reich period, whereas those called up for Landwehr duty/-maneuvers were typically older reservists with previous military service.
Both categories of men were usually kitted out with diverse obsolete uniforms pulled from storage.

Hi, pre -39 as HPL says . A nice picture all the same, these earlier images are more interesting really as they show the almost amateur "cobbling" together of uniform. Leon.
