This portrait image would have been reproduced thousands of time on post cards during the Third Reich. So yes an early photo, but vanity would explain while older images not being used in 1939. As for the signature I agree with MAP, it has the form of a Hitler signature but really an in hand inspection would be needed to determine if it's not printed or stamped. It is dated which for a faker is a risk. Why add further characters for examination?
