Today I received this paper template of the Ost Ostland Triangle patch - the size of the paper is 70cm x 47cm.
Has anybody seen anything like this before? What purpose would it serve?

Looks like it's a cross stitch/embroidery pattern on the graph paper designed for either hand stitching or on an industrial free flow embroidery machine.

These are production templates for Hitleryouth sleeve triangles. You can find similar ones in the HJ Research Forum. Yours was for East Prussia with its capital Königsberg.
