Perhaps a French Police Jacket, but with the German eagle, it' s very poor soldier, only the eagle and the helmet are German!

Almost certainly a member of some security/guard formation employed by the German military in occupied France.

The photo says "France 1942/1943", which rules out Volkssturm.

The military connection is clear from the breast eagle, which could never have been worn by any service/organization that was not part of or at least closely affiliated with the German armed forces.

Missed the France 1942/43 part :-)
