what is a gemeinschaftslager?

Would someone be able to explain the meaning of a gemeinschaftslager and the difference from other lagers?

Civilian work camp. Perhaps the equivalent of WPA camps in the US? The white card reads "Camp identification card number 804. The holder of this pass is allowed access to the camp" Or something along those lines. NH

Edward Victor site on Judaica describes these as foreign worker camps - unguarded. Not quite like the US WPA camps of the 1930s. NH
