1937 Military Certificate

Hi, can anyone help me identify the following document. It was my father's but the pages only contain printed text, and the final page has the red rubber stamp and handwriting shown. To me the dates written appear to be 19.X.37 and 26.X.37.

There is no ID photo or name/number included at all.

Is this a reservist paperwork?

It's soldiers' military ID book given every soldier qualified for conscript service.
It's written that he didn't serve in the army but he held alternative service.
