Old Polish badge SM

This is my first message on your very interesting site. The first badge that I present to you is an old Polish badge that I dont know what is it. In the back side is writing the marker’s mark- Mennica Panstwowa.
I think this is a political old Polish badge but I’m not sure.

Maybe these letters stand not for 'SM' but for 'SW'. In this case the abbreviation may stand for 'Straż Więzienna' (Prison Guard).
