Would it be correct to say that any Polish badge that has a Panasiuk Spinner is a post war manufacture?

Andrzej Panasiuk yes - only post war. But his father Józef Panasiuk was a pre-war "grawer", also based in Warsaw. You won't find his name on too many military badges though.
