Some help with Polish stamp & old passport

First, to wish you all Happy Easter!

Can someone translate the red stamp on the left side of this passport?
Second, please, is there any other source and images on FAKE passports issued by the Polish consulates at Budapest and Bucharest around September-October of 1939?
Last, this interned soldier's ID, at Hungary, any way to know until when he was there? information on him?

Red stamp says ; County Grodzkie Wilenskie, passport after use needs to be returned to the authorities that issued it.
