some help with Russian text in an old 1920 Polish passport...

Most of the text is gone, so not really easy to decipher.

the date reads 20 Dec 1920

under the red cursive is writte 'something 4 parts'

My understanding/stab at translating is

vlen 4 chasti - occurence in 4 parts

gor. v - mountains in 20th Dec 1920 (gor. looks short for gora which means mountain)

Still looking at the bottom words for you..

zae. - an abbreviation but don't know for sure what it means (means took as abbreviation in Bulgarian - but not sure this is right as this is Russian)

aoresn. - not a clue but looks like an abbreviation

cmoleM (столем) - m being a t in handwriting means table but the last letter looks like a b - Б - which makes the word mean nothing to my understanding

Do not mention it.

To find out who was the head of the department will not work, because unknown city, where there was this department. In the name of the city can be seen only the first and last letters. It was signed under seal illegible.

By written previously, I would add that over the stamp is likely (in red ink), written the address where the person was registered. House number 18, the street name is also unclear. I assume that this street is called "Bishiva." But this is just my guess.

Another my guess that if it was a Pole, registered in Russia, it is most likely a city in what is now Ukraine. This is evidenced by the street name.

I will write a letter to my friends in Ukraine. Maybe they guess the letters, the name of this city. Then we can find out the name of the street.

We consulted with colleagues and came to the conclusion that the most likely city called Vladivostok. This city is located in Russia's Far East. In the early twentieth century in the city of Vladivostok was a large number of Poles who have had their community.
And from Vladivostok goes to China, and then to Poland Polish army of occupation, which went from persecution of the Red Army.
