Also, I have seen this tool mark present on some of the early buckles that "May" have been retrofitted with such a device.. My reasoning is that the stamping on the tab has been stitched over... G

Is possible. The buckle and tab are marked 1936. The protection leather was
announced in 1938. So, it is possible this piece of leather was added in later
years for protection, as in 1936-1937 it was not yet common within the RAD!
