I have never seen a wire like that. Be extremely careful cleaning it since the wire is rotten all the way thru.
Added: I see half of the strap has been removed before dumping it.

That's some thick and fierce looking mud! Looks like cement! The wire almost looks like some sort of stretched out spring the soldier used to make it with. A Nice find, for sure!
