Its had a recent Oxalic bath, which explains the red rust and the yellow staining to the liner band. Although rough, I like it.
This oxalic acid, how do you dispose of it,

I'm not sure, that you can do anything about the remains from the oxalic acid. It should have been taken care of immediately after the bath.
There's still some rust flakes, which could be removed using a brush. Or you could leave it "as is".
I would threat it with some light oil like WD40. Consider applying some wax afterwards.
Sodium carbonate will remove the Oxalic salt crystals. I have no idea if it will work now that the Oxalic residue has dried, as it is better to neutralize the acid solution in the sodium carbonate before the lid dries.
