If it is indeed drywall mud/spackling,not plaster,I would try a soft towel wet w/warm water and carefully try blotting.Also,products sold to remove roadtar,bugs ect. for vehicles is another option but would be very cautious as this may damage the finish,test in unseen area possibly w/cotton swab...Good luck!
Thanks, I decided to leave it all be. It might be plaster and I bought another one in almost mint condition so no need to up grade the dirty one.

Helmet on the left was the one I considered cleaning up a little. Helmet on the right is the one I got after the fact that made the point moot.

Both after the oxalic acid cleaning will look like new! But if you would like to remove the surface rusting
