Here is a method I use on daggers, swords and awards alike.

For the sudsy concoction I use, I simply use 3 ingredients.
    1- liquid amonia
    2- warm water
3- mild dish soap, preferably unscented. the less sugar, the better.

As of late, I've been making my concoction a bit stronger and have increased the parts of ammonia to water. For example, I'll use 2 cups of warm water, about 1/4" cup of liquid ammonia, and about 3 or 4 drops of the dish soap- enough so that when you mix it together or shake the concoction, you get bubbles as you would when doing your dishes.

I typically use a few Q-tips, a soft toothbrush, a clean bowl of cool water, and 2 rags- 1 which will be wet with clean water to remove the concoction off the parts, the other rag to dry the item.
On buckles, you should be able to simply rinse them in warm water and dry thoroughly, with a hair dryer if necessary.
