Almost any historical item if cleaned or modified will significantly reduce collector value.
There are some exceptions of course (generally when it comes to "conservation")

For battlefield relics, cleaning may go a long way towards preserving the item. With anything else, the effect is detrimental. The wear and patina on an item are a part of its history. Remove it, and you take that away. Medals that have been polished by their original owners are one thing. Polishing them yourself will only devalue them, aesthetically and historically.
