Does the top come off or is it attached to the cap
it is just barely attached
You might be better of to just take it off and put a new cover on, not really worth repairing the cover the way it sits now
The cost of restoration would be several times more than buying a cap in perfect condition.
Way past any practical restoration. The cost would be outrageously prohibitive for the end result. Unless it's a personal thing-say a cap of your grandfather or some such and cost is not option, I would have to say that I would not bother.
