    The best thing to do is remove the oxide layer, this can be done using a number of methods, scraping with a blade, shot blasting with glass bead, acid washes or a rotary wire brush in an electric drill. I will warn you that as with abrasive paper, aluminium oxide is very hard, and takes quite a lot of work to remove, and is far more of a pain to eradicate than rust on steel. Personally in the past I've used the latter three methods for getting the job done, the shot blasting method works very well, but due to the glass optics and risk of damage, I would say avoid this and the acid method and instead, scrape the surface powder off with a very sharp blade, and then use a reasonably fine/soft hand wire brush.
