In my opinion, an original albeit somewhat enigmatic "SA" buckle.

I have seen these buckles which often have a steel box, finished in various shades of khaki and also, displaying differing roundel styles. The configuration and distinct solder spots on all are and from memory, reasonably consistent.

Having said that, I do not have a clue who would have worn this buckle.
