In my eyes, the top buckle is undoubtedly by Overhoff. The 2nd buckle is harder to say as it does not scream OLC by way of construction. Here again though we see the same roundel design strongly linked to Overhoff.
As many of us know, SA buckles and particularly those from the early period, can be quite an odd & mixed bunch. With uncertainty about the early relationships between companies like Overhoff & Assmann, the "cottage industry", box/roundel swapping, etc. who knows?! This often gives them a unique (if at times bizarre) character and makes them an interesting group. For myself, this is part of the fun and appeal of SA buckles.

But in hand compared , the post sleeve and prongs are 100% same like OLC on the second buckle .
