Thank you all for your comments regarding the peculiar ribbon on my last post. Any thoughts on what these marks are and who this maker is? It looks like three punched letters "HU?".

We may never know. The attached, thinner ribbon looks modern to me: somewhat soft/silken and machine sewn.
