The cockade is for Sachsen, I think and is shown with a 1918 chart.
During the Weimar period (about 1928) the green ring was much thinner,
but variations of course did exist!
It's the official Reichskokarde as from 1922 for customs.
It is shown in the first dress-regulation after WWI. It was in use into the early 1930's.
