No....sorry...it’s almost always a shortened surname and a truncated service number but I cannot make that out...but to be honest I’d stop focusing on the helmet and start to enjoy the cover.

it is not necessary. It is not a common design - there are 2 horizontal rings of elastic and USUALLY there are some vertical ones as well...this looks like an early cover...I may be wrong.
