There is an Arrow logo on the crossguard/ferrule that looks
like the "F. Dick" trademark.

Also of note, is that the engraving was done with a power
tool - like a Dremel - which leads me to...

There appears to be red coloured 'stain' in the recesses of the
engraving. As well, the grip panels do not match - the panel
that is carved seems to have been cleaned, as William
suggested...
